Record

His career has been dominated by confrontation with the Bolsonaro camp and by the PT's legislative agenda. During his second term as mayor he faced corruption allegations, and Operation Lava Jato prosecutors alleged he received R$4.5 million in Odebrecht bribes for his 2008 and 2010 campaigns; he has always denied it, and the profile reviewed reports no final conviction in that case. In 2019 he was convicted of administrative improbity in one case from his time as mayor, which made him ineligible, and the electoral court later lifted that ineligibility.

Supporters credit his combative defence of democratic institutions and of the PT's tax and labour agenda. Opponents point to the corruption allegations that followed his time as mayor.
