Record
Valdemar Costa Neto was convicted by the Supreme Court in the mensalão case in 2013 of passive corruption and money laundering, with a sentence of 7 years and 10 months. He served 11 months in the semi-open regime before house arrest, and Congresso em Foco reports the sentence was pardoned in 2016. In February 2024 the Federal Police arrested him in flagrante for illegal possession of a firearm found during a search in the coup-plot inquiry; the case's outcome was not found. On 10 July 2026 Justice Flávio Dino froze R$119.2 million of his assets in an investigation of parliamentary amendments the police say he steered without holding office. He has not been convicted in that case, and his defence denies any crime.
Supporters credit him with turning the PL into Congress's largest bloc. Critics, including Dino in his decision, say he held influence over public funds with no legal basis.
