Record
His 8 March 2023 speech in the Chamber, in which he wore a wig and mocked trans people, led to several proceedings. Justice André Mendonça archived five criminal complaints in 2024 at the prosecutor-general's request, finding the speech covered by parliamentary immunity, and the Chamber's Ethics Council archived a separate request to remove his mandate. On 29 April 2025 a Brasília civil court ordered him to pay R$ 200,000 in collective moral damages, ruling that the speech amounted to hate speech. That is a first-instance ruling and he has said he will appeal.
Supporters credit him with large social-media reach and electoral pull. Critics, human-rights advocates among them, see his positions on minorities as discriminatory, according to Politize.
